The Revolving Stairway model of rehabilitation for homeless people consists of Combinations services being mainly SHELTERS, SOCIAL WORKER HELP. ADDICTION REHAB , . SAFE SPACES and SHELTERED EMPLOYMENT
It has been operative for some decades. Some, but not the majority, make it to the top, find a job , a home and are reintegrated into society, and many make it part of the way up the "stairway" and slip down again and some never do.
Where countries/cities have spent more time and more research on solutions to homelessness they have discarded this model in favour of HOUSING FIRST. which sees providing a house or low cost apartment , ie social housing, free at first whilst simultaneously providing the "stairway services" The consensus is that not as many services are needed for reintergration, just specific to the individuals need, especially job creation, so they can pay their rent as soon as possible.

Juha Kaakinen also tries to challenge the prevailing prejudices about homeless people. Juha is a CEO in a non-profit Y-Foundation providing homes for 6500 former homeless people in Finland. He studied literature, philosophy and sociology at the University of Helsinki.
